Abstract |
The maritime sector has been subjected to complex changes in terms of the vessels dimensions, the ICT tools available in the market and safety and security obligations. PICASSO addresses two main issues that are major
causes of incidents and accidents, including the loss of life at sea: the inexistence of adequate on board and on shore methods and effective solutions (e.g. in terms of IT and communication tools) and, in parallel, the existence of inadequate training. Indeed, about 75-96% of marine casualties are caused, at least in part, by some form of human error.
As outspoken by the EMSA, the European reports database on marine accidents, since 2011 to 2014, lays bare the existence of 3025 accidents and 3399 ships involved.
The project is organized in 4 core activities:
1) On board safe, efficient and secure operations;
2) On shore safety and security;
3) Event management; and
4) Training and human factors.
Activity 4 is focused on training and human factors and will be addressing the tools developed and results achieved in activities 1 to 3. It is therefore a horizontal activity that addresses aspects touched upon by the other activities. With an overall budget 10.3 million euros, PICASSO is characterized by a wide disciplinary and geographical coverage: it interconnects needs and concerns of 4 European Transport Core Corridors and counts with the participation of 8 Member States and Israel and the involvement of 26 entities ranging from port authorities and ministerial entities to companies and training institutions. PICASSO contributes to the global framework of the EU maritime transport policy by inter alia: improving safety of equipment; upgrading working practices for safer operations; enhancing new tools with a view to achieving more efficient evacuation procedures and smart and efficient response, specially regarding large vessels accidents or incidents; training the Human element, thereby promoting a “shared maritime safety culture”. |
